Following our previous pleas for those walking dogs in these dark winter days it has been reported that people are wearing reflective sashes and clothing. I understand some dogs are also wearing reflective coats. Thanks to everyone who has helped make it easier for drivers to spot you in the dark.
The Parish Clerk said that the Conservation Area discussions had taken place and, with minor amendments, the original proposals had been adopted. We were told that the objections raised by individuals and the Parish Council were taken into account but did not alter the decisions taken.
It was agreed that communications had not been at their best during this process and we were assured the District Council has taken on board the criticisms raised by the Parish Council. We were told that the Conservation Areas were under review and that they could be amended in the five year cycle.
The Parish asked if individual households were to be informed of the decisions as it could affect them in a number of ways, especially planning.
Paul Gee, who was attending the meeting with John Rutherford in a courtesy visit as Chairman of the District Council, said they would look in to this.
No further progress has been made at present but it was confirmed that the District Council is in the process of putting together a Big Lottery Fund bid, one element of this is a Play Officer, who will advise and assist Parish Councils about play, not only the provision of play grounds but also looking at other solutions. We will await further developments.
Due to other pressures little progress has yet been made on the Parish Plan but the Council has been encouraged to move forward with this. It has the dual benefit of us having our say but also helping to direct other policies at District and County level. A project plan will be created by the end of December and consultation will start in the New Year.
John Rutherford normally attends our Parish Council meetings as our District Councilor and helps in many aspects of our work at District level. At this months meeting he attended in his role as Chairman of the District Council and was accompanied by Paul Gee, Director of Environment and Regeneration.
We had a lively discussion on various topics including the Conservation Area developments, Planning Training on offer by the District Council and other topical matters.
One area of concern to both the District and Parish were the developments since the publication of the Governments White Paper on Changes to Local Government. The White Paper gave those areas where two levels of authority exist (in addition to Parishes) to come up with new ways of working together or alternate proposals to move to Unitary Councils. We were told that the County Council had reacted immediately to the publication of the Paper to propose their view that there was a single Unitary Authority for Northumberland.
The Alnwick District Councils were not consulted on these proposals and have since met with the other Districts to confirm their preference on two Councils covering Northumberland, one covering all the rural areas and the second covering the South East of the County.
Both Councils have very tight deadlines to work to for submission of proposals to the Government. While expressing surprise with the Government imposed unrealistic deadlines we still encouraged both parties to ensure Parish Councils were kept informed and consulted.
The Parish Council expressed its thanks to Paul and John for them spending the time to visit the Council, especially at a time when they have many other pressures imposed on them.
Glanton Village Show Committee is looking for a new secretary.
